Levy: (1) an imposing and collecting of a tax or other payment.

In other words the library basically asked the taxpayers if they are willing to help pay for the cost of running a library in their community. Their taxes will increase slightly (roughly the cost of two hardback books bought at Amazon for one year) which will go toward the library.
